CTA State Council
What is the State Council?
CTA's top policy-making body is the State Council of Education. The Council's nearly 800 delegates--elected by their local chapters--meet four times a year in Los Angeles to elect the three state-level CTA officers and the CTA Board of Directors.
In addition, the Council develops and votes on a variety of actions, from electoral recommendations and policies to proposed legislation. Duties of Council Representatives include participation in committee work, reporting regularly to the chapter, and attending Service Center Council meetings to report on State Council activities.
How Do I Know My Higher Education District, and Who My Representative Is?
CTA contains seven Higher Education Districts, each one of which represents a number of colleges. Each H.E. District has from two to four Representatives (depending upon the size of the District), each of whom serves a two-year term. CCA State Council Representatives are integral liaisons to the policy-making body of our state affiliate, CTA, and for the Community College Association. The Districts, their Representatives (with their current term expiration dates), and their colleges are:

How Do I Run for a Vacant Position?
Elections are being held NOW to complete the unexpired terms of the vacant positions listed in Districts 3, 4, 5, and 8. Candidates must complete a Declaration of Candidacy form (see below), which must be received by the Elections Chairperson at the HESCC Office address no later than 5:00 p.m. on NOVEMBER 30, 2009. Declarations received after the deadline will not be accepted.
Candidates must be an active member in good standing at one of the chapters listed above in their designated District and also a member in good standing of CCA/CTA/NEA. The Candidate will be elected by a majority of those voting in their District. If there are no declarations filed for the Alternate seat, then the candidate receiving the second highest number of votes will be declared as Alternate. It should be understood, however, that in the event a rerpresentative resigns, the Alternate does not automatically become the representative and a new election must be held.
