Dave Hall has been active with CEFA since joining the part-time faculty of the School of Continuing Education in 1997. Along with teaching vocational ESL and ESL for the Santa Ana College School of Continuing Education and ESL for the Long Beach Unified School District's Long Beach School for Adults, Dave also serves as CEFA's President and Bargaining Chair. He has two bachelor's degrees in Asian Studies and in History and a master's in Asian Studies from California State University Long Beach.  He received his Clear Adult Education Credential from UCLA.

Founded in 1978, the RSCCD CEFA currently has over 450 members, representing educators from the Centennial Education Center, Orange Education Center and small sites throughout the cities of Orange and Santa Ana. CEFA is a unique chapter for CCA, as it is one of the few associations serving part-time/non-credit instructors in the Adult Continuing Education System.

The CEFA Executive Board consists of president, vice president, treasurer, secretary, two representatives from Santa Ana College, and two representatives from the Orange Education Center.

Primary Purposes of CEFA:

  • To represent its members in their relations with their employer, and to seek to be the exclusive representative of appropriate units of school employees in all matters relating to employment conditions and employer-employee relations including, but not limited to, wages, hours, and other terms and conditions of employment.
  • To form a representative body capable of development group opinion on professional matters to speak with authority for faculty.
  • To provide an opportunity for continuous study and action on problems of the profession.
  • To promote professional attitudes and ethical conduct among members.
  • To encourage cooperation and communication between the profession and the community.
  • To foster good fellowship among members.
  • To provide a means of representation for its ethic-minority members.

The Rancho Santiago Community College District is home to one of the state's oldest community colleges, Santa Ana College, which was formed in 1915 as a department of Santa Ana High School. Santiago Canyon College began its life in 1985 as the Orange Campus, and was officially renamed in 1997. The district serves a population of more than 700,000 residents in the communities of Anaheim Hills, Garden Grove, Irvine, Orange, Santa Ana, Tustin and Villa Park.  In addition to Santa Ana College and Santiago Canyon College, the district maintains seven other facilities: the Centennial and Orange Continuing Education Centers, the Criminal Justice Training Facility, the Digital Media Center, the Orange County Regional Fire Training Center, the Orange County Sheriff's Regional Training Academy, and the district operations center.
